On October, 19-20, 201, United Nation Conference on Trade and Development (UNCTAD) in cooperation with the KPPU provide training and validation manual cartel investigations. This training was given to 40 junior investigators KPPU until Thursday (10/20/2011).

UNCTAD is part of the UN organization that is responsible for the development of trade and development including the development of competition law. One of the important activities related to competition law is the peer review of member states on the implementation of competition law by the Board of expert forum member who are members of the inter-government group of expert United Nations Conference on Trade and Development (IGE- UNCTAD). KPPU has the opportunity to review in this forum on June, 7, 2009 and received honor and award in applying competition law and policy as a portrait of “how young and dynamic competition authorities can be a model for other countries.

Peer review forum is forum for international diplomacy and distribution of competition law implementation experience to develop competition in Indonesia being implemented at the KPPU on 2 (two) days of organization, validation, and training cartel investigation manual.

In this training opportunities, present as a speaker at the time compiler this manual investigation is an expert from UNCTAD, Carolyn Galbreath (Former Commission of the Irish Competition Agency) and Sang Ming Song (Former Director of Cartel Division of the Korean Fair Trade Commission (KFTC).

For the KPPU, the cartel investigation manual will complement the guidelines for investigation technique already owned by the KPPU. To be sure, this manual has a positive value because it uses international best experience in explaining probing technique hardcore cartel behavior such as zoning, fix pricing, supply arrangement, and bid rigging. Expected with the validation and training, KPPU’s investigator will be more capable and effective in identifying and proving cartel conduct in the future.
